A landmark $25 billion settlement between the federal government, 49 states and the nation's five biggest banks in February included dozens of provisions to help homeowners trying to navigate the mortgage mess. Those included detailed rules banks are required to follow when processing foreclosures and working with homeowner seeking to modify their loans.
