A test vote is expected Monday on a Senate declaration that opposes Bush administration plans for a troop buildup in Iraq.

The resolution, crafted by GOP Senator John Warner, has the support of dissenting Republicans and some Democrats. Ted Kennedy calls it a "vote of no confidence" in President Bush's policy.

Other Democrats, like presidential hopeful Christopher Dodd, oppose the resolution that calls on the president to weigh more options as "an endorsement of the status quo."

The Senate moved closer to putting its feelings on Iraq into votes at the same time the outgoing top U.S. general in Iraq said that putting down the violence may not take as many troops as the president wants.

But General George Casey says the additional forces could be used to "reinforce success" or "maintain momentum."
