State officials said the death toll from two prison riots in the border city of Tijuana has risen to 23.
The Baja California state government said two prisoners died in recent days at Tijuana's general hospital.
Hospital spokesman Raymundo Aguilera said Tuesday that the men were shot last week.
State prosecutor Rommel Moreo also said officials have arrested 21 inmate family members accused of clashing with police outside the jail and setting fire to two patrol cars.
And he added that six inmates accused of sparking the first riot have been transferred to another prison.
Family members argue conditions at the prison are deplorable and say guards often abuse the inmates.
