A Dutch government probe has found that a Russian cluster bomb killed a television cameraman in Georgia in August.

Stan Storimans, 39, died during an attack on Gori, Georgia. The Netherlands Foreign Ministry says an investigative team sent shortly after the incident Aug. 12 gathered forensic reports and eyewitness accounts and determined that the journalist was killed by munitions made and used only by Russia.

Foreign Minister Maxime Verhagen said in a statement Thursday that cluster bombs should not be used to target civilians, and that no troops were present in Gori.

He said the Netherlands plans to raise the matter with the Organization for Security and Cooperation in Europe.
