Japan Experiments with Negative Interest Rate
The Bank of Japan has enacted a negative interest rate policy for the first time in a bid to shore up the ailing economy. NTV's Mick Corliss reports the central idea is for banks to be penalized if they hold onto cash, thus banks will loan more aggressively, creating more incentive for people to invest and spend.
