FREDERICKSBURG (AP) - The National Park Service wants to hear from the public on how it can best manage Fredericksburg and Spotsylvania National Military Park.     Park Superintendent Russ Smith says the agency will hold open houses this week in Spotsylvania County, Orange County and Fredericksburg to solicit public comment on updating the park’s management plan.     Issues to be discussed include new visitor facilities, possible expansion of park boundaries, recreational use, landscape restoration and the protection of visitors and resources.     The plan was last updated in 1986.
