Every car contains hundreds of pounds of fluff that now ends up as daily landfill cover. Green EnviroTech, however, believes it has a process that can profitably salvage the plastic and rubber portions of the fluff.

"We think they're a company that's got a very good idea with a high likelihood of succeeding," said Joseph Kovacich, vice president of Milwaukee's Miller Compressing, which potentially would supply Green EnviroTech with fluff.

Sheboygan has embraced the California firm's plans. The Common Council in December approved issuing $25 million in bonds to help Green EnviroTech buy and equip the former International Automotive Components factory in the city. The auto-parts plant closed last year.

The council is to vote in April on a proposal to increase the bond issue to $30 million. While the city would issue the bonds, it would not be responsible for repaying the debt. That would be the company's duty.
