A New York Police Department officer has been put on desk duty for allegedly stomping a drug suspect during an arrest captured on amateur video.

An onlooker videotaped officers struggling with the suspect on Wednesday in Brooklyn. After the man was subdued and handcuffed, one of the officers appeared to stomp him on the head.

It was the second time this month that an officer was placed on modified assignment based on video evidence. A video shot July 17 showed an officer putting Eric Garner in an apparent chokehold before Garner died.

Videos "never present all of the facts in a situation. ... That’s why it is necessary when video tapes surface to have a complete review of the facts in every case before arriving at any conclusion,” Patrolmen's Benevolent Association president Patrick J. Lynch said Saturday.
