Former Virginia Gov. Jim Gilmore has formally announced that he's running for president Thursday, saying in a web video that he's the best candidate to reverse America's "decline"
He's the 17th candidate in the race for the Republican nomination.
"I've been looking for someone to enter the race committed to by belief that America's economic and national security is increasingly at risk," he said in a video posted to Youtube. "But I haven't seen a response from anyone that makes me certain about their knowledge or solutions to the threats facing our nation."
Gilmore filed paperwork on Wednesday with the Federal Election Commission to make his run official.
He served one term as the governor of Virginia, ending in 2002.
Gilmore was briefly a presidential candidate during the 2008 presidential campaign but dropped out in July of 2007, citing a lack of fundraising. A June 2007 NBC/WSJ poll saw him garnering the support of just one percent of Republican primary voters.
