As President Obama congratulated Donald Trump on his election victory Wednesday, his staffers looked on with stoic resignation. Obama said he would instruct his team to follow the example set by President George W. Bush's team as they transitioned out of power, starting with meeting with Donald Trump in Washington on Thursday.

Obamacare, one of the signature policies of the administration, is among the hard-fought legislative achievements that Donald Trump has pledged to reverse.
