Weakened Arthur Hits Canada as U.S. Cleans Up

Tropical Storm Arthur pelted parts of eastern Canada Saturday and knocked out power to more than 100,000 homes, while communities in parts of the United States cleaned up in the former hurricane’s aftermath.

The only road to Hatteras Island in North Carolina reopened Saturday and residents began returning to the Outer Banks community, but visitors to the popular vacation spot are still being kept out, officials said. Thousands were still without power in New England states Saturday, with the Maine the hardest-hit with nearly 19,000 without electricity.
