Orlando shooter Omar Mateen got nearly perfect scores as a marksman during firearms tests and also passed a psychiatric evaluation to handle guns, NBC News has learned.
Mateen passed a psychiatric evaluation required for him to obtain a Class G Florida gun license in 2007. The form is an "Agency Character Certification" and it shows that he was examined by a south Miami psychiatrist.
The report says he passed a written psychological test or evaluation. It says the test, which is for a security guard to be armed, is "used to determine that the employee is mentally and emotionally stable."
In order to obtain his license, the security guard also had to pass a firearms test on a gun range at regular intervals.
The maximum passing score on the test is 240. Official records obtained by NBC News show that one year, Mateen scored a 238, and he regularly scored in the 230s.
In August 2014, his most recent test, his score fell to 223. The minimum passing score is 168.
The August 2014 test was performed at the St. Lucie Shooting Center in Port St. Lucie, Florida, the same shooting center where he would legally purchase the two weapons used in the attack on the Pulse Nightclub that killed 49 people.
