IRS head explains why he resigned

During questioning from Rep. Devin Nunes, R-Calif., at a House hearing, IRS head Steve Miller explains the reasoning behind his resignation, saying “As the acting commissioner, what happens in the IRS, whether I was personally involved or not, stops at my desk.”
