Pirates testing limits of international law

Nov. 19: Under current U.S. military rules of engagement, American warships can only open fire in self-defense or if they catch pirates in the act, leaving little legal recourse for the increasing number of cargo ships vulnerable to attack. NBC's Jim Miklaszewski reports.
