Foreclosures hit record highs

July 16: Despite the government's efforts to slow the foreclosure rate, a record 1.5 million homes entered the foreclosure process in the first six months of 2009. Congress is asking for answers, but the combination of plunging house prices and rising unemployment is overwhelming federal, state and local efforts to keep borrowers in their houses. CNBC's Scott Cohn reports.
