‘Cash for clunkers’ gets jump start

July 31: Congress voted Friday to pump $2 billion more of the economic stimulus money into its popular program to encourage people to trade in old gas guzzlers for new, more fuel-efficient cars. NBC's Kelly O'Donnell reports
