NATO battling internal dissent over Libya

While NATO members meet to resolve their differences over how to wage the air campaign in Libya, civilians inside Libya -- and particularly in the town of Misrata—are taking a beating from Gadhafi's forces. NBC's Stephanie Gosk reports.

>> s gadhafi 's tank bombard the city daily. foi fors have misratah surrounded. evidence of a disaster. children scott in the cross fire . is nato doing enough to protect civilians here? two of its own members, france and britain, say no. snato says it needs more low-flying attack planes like the us-arsh 10 when the u.s. was in charge of the operation, that plane flew regular missions, but for now, it's on stand-by. the u.s. insists they'll tone in a support role, and in a meeting today in berlin, secof state hillary clinton made a point of showing a united front .

>> we're also sharing the same goal, which is to see the end of the gadhafi regime in libya.

>> there were signs today that nato is not lifting up. air strikes pounded tripoli. they claim they hit civilian targets and took cameramen to see it.

>> we're being told this is 1 of the air missiles over tripoli. we're told this is a residentialal area and there are no fighters here.

>> state tv broadcast stheedz images. gadhafi hanging out his sun roof , sending a clear message to everyone. i'm still here. a spokesman for the rebel forces tells us there will be more advanced heavy weaponry in the coming days, but because of the sensitivity of the issue, he would not tell us which country provided the weapons or the training needed to use them.
