Harrisburg, Penn. files for bankruptcy

Pennsylvania's capital city Harrisburg filed for bankruptcy protection Wednesday, eight years after taking out a loan to guarantee an incinerator project, a debt that ballooned to $310 million. NBC’s Brian Williams reports.
