EU negotiates new treaty

After marathon overnight negotiations, all but one of the 27 members of the European Union agreed Friday on a new treaty, including new rules limiting countries' ability to run up debt. NBC’s Brian Williams reports.

BRIAN WILLIAMS, anchor: Some progress to report in Europe 's struggle to get its economic house in order. After marathon overnight negotiations, all but one of the 27 members of the EU , the European Union , agreed today on a new treaty, including new rules limiting countries' abilities to run up debt. Germany and France leading this effort, trying to calm the debt crisis that has rocked markets all the way here to the US. One big holdout, Great Britain decided not to join because of new rules that would be placed on its financial
