Ruling to strike down ban on big sugary drinks upheld by appeals court

New York City Mayor Bloomberg’s proposal to ban sugary drinks larger than 16 ounces was ruled as an overreach of executive power by a New York appeals court. NBC’s Brian Williams reports.
