Kathleen Abernathy, a Republican commissioner at the Federal Communications Commission, said Thursday she plans to leave the agency on Dec. 9.

The Bush administration has yet to name Abernathy's successor at the five-member agency, which oversees and regulates the telecommunications and media industries.

Bush has nominated Deborah Taylor Tate, a Tennessee state regulator, to fill an existing Republican seat that was vacated by Michael Powell who left agency earlier this year.
