One year ago: New Orleans Mayor Ray Nagin issued “a desperate SOS” as anger mounted across the ruined city, with thousands of Hurricane Katrina victims increasingly hungry, desperate and tired of waiting for buses to take them out. Al-Qaida’s No. 2 made the terror group’s first direct claim of responsibility for the July 7 bombings in London in a videotape.
