In the Shadowlawn neighborhood at the beach, tall green trees line Mediterrean Ave, but near Rudee Inlet, the woodsy landscape looks more like a construction zone.

"This area is one of the oldest neighborhoods in Virginia Beach and we wanna maintain the integrity and quaintness," says homeowner Mary Barker.

Barker says that means no cement sidewalk on the east side of the street.

To make a point, several residents ran orange tape through their yards to show where the proposed sidewalk would go and marked trees they say the city would cut down. The sidewalk situation has even divided the neighborhood says Barker, The stake holders that would actually be effected by sidewalks on Mediterrean east just needed a voice so we formed a civic league and then other people have joined us also."

Barker blames the city for the divide. "Its sorta been the city that's caused the break up of the neighborhood they're saying you need this and you need that well I think there's a solution to this."

According to public works engineers, the solution lies with residents. Five years ago revitalization money was made available to the neighborhood to do with what it would like and the civic league chose sidewalks.

The city incorporated the sidewalks as part of their big and bright plan for sewage and storm water improvements in the neighborhood. Engineers say they will make a final decision on the sidewalks once all public comment has been received.

Barker hopes no one will sit on the fence. "We just don't feel the road is wide enough to promote safety for cars and pedestrians, even if there are sidewalks."

The current Shadowlawn civic league president says many residents have already signed a petition supporting the sidewalks.
