Thirty years in the making, Los Rios Park still looks "unfinished" just days before its grand opening Saturday. And that's just how it's supposed to be, according to project manager Khoon Tan.
Over the years, the city of San Juan Capistrano has slowly purchased adjacent lots necessary to build the 4.6-acre, $3.5 million park in the historic Los Rios District across from the train station. But residents worried a new park would mar the atmosphere of California's oldest continuously inhabited neighborhood.
