The office for Congressman Brian Higgins (D NY-27) released to the media that he will announce that President Obama and the Federal Emergency Management Agency (FEMA) formally approved a Presidential Disaster Declaration for Western New York areas impacted by the severe floods that hit the aera most significantly August 8-10.
