Dominica is turning to a $40 million loan from China to complete four development projects, including the rehabilitation of major roads across the Caribbean country.

Speaking Tuesday afternoon at a signing ceremony, Prime Minister Roosevelt Skerrit said the money will also be used to expand Dominica State College and the State House, and build new facilities for the island's electoral commission.

The lush island of some 73,000 people, which promotes itself as the region's top ecotourism draw, has a fragile agriculture- and tourism-based economy. Gross domestic product averages $9,900 per person, based on 2008 figures.
