Whalers in the 19th century had to rely on the good judgment of their captain to know when to cut the tie to a harpooned whale if the risk of their boat sinking became too great.

Legislators caught in a political stand-off might expect their party leader to cut their losses if the situation appears likely to take down the party or the country. But what if the whalers don’t believe they’ll be hurt if the ship sinks, and they actually prevent the captain from cutting loose from the beast?
