Cleveland Mayor: DOJ Decree 'Doesn't Go Far Enough'

Saying that they welcome the audit of the Cleveland police by the Department of Justice, Cleveland Mayor Frank Johnson says he's concerned that the report didn't take into account external factors affecting the police department.
