Citizens must win their right to own a vehicle at auctions put on by the Singaporean government on the first and third Monday of each month. This Certificates of Entitlement program allows citizens to own a vehicle for a 10 year period, often accompanied by a hefty price tag as well as other fees. It was put in place in 1990 to minimize traffic jams and encourage Singaporeans to use other means of transportation.
