The rain-heavy storm, which has already brought flooding to Mexico and portions of Central America, gained strength as it crossed the Gulf of Mexico and has made landfall in Louisiana. Louisiana declared a state of emergency in advance of the storm's arrival, and the storm has lost strength since it made landfall.
