As New York City grapples with a rise in crime and safety concerns, recent videos of brazen attacks across the city have left New Yorkers on edge. New York Police Department Commissioner Edward Caban insists crime has gone down, but says there are still obstacles making it difficult for his officers to keep the city safe.
