While Israeli Prime Minister Benjamin Netanyahu is delivering his address to Congress, President Barack Obama will not be in attendance and will be engaged in another foreign policy issue.

The president will be participating in a video conference with European leaders at the White House to discuss Ukraine and other global security issues at 11:30 a.m. EST. Netanyahu's speech to Congress is set for 11:00 a.m. EST at the U.S. Capitol.

Obama's top diplomat, Secretary of State John Kerry, also won't be in attendance for Netanyahu's speech either. He will be joining negotiations with the United Kingdom, France, Germany, Russia and China regarding Iran's nuclear program. Netanyahu is stridently opposed to negotiations with Iran over its nuclear program.

Vice President Joe Biden is out of the country on a tour of Latin America. He's holding meetings in Guatemala City, Guatemala.
