A brutal winter blast that slugged the South is bearing down on the Northeast — already dropping more than 8 inches of snow in Washington and Philadelphia with fierce winds gusting more than 30 miles per hour. Areas outside of D.C. and Baltimore were slammed with at least a foot of snow overnight.
