The White House released the Presidential Policy Directive guiding the reforms Obama announced during his speech on Friday. In it, the White House writes that date collection is "necessary for the United States to advance its national security and foreign policy interests and to protect its citizens" but that "such activities may be improperly disclosed to the public pose multiple risks."
