Almost immediately after former Vice President Joe Biden announced Senator Kamala Harris as his running mate, a racist birther conspiracy began percolating — and was even floated by President Donald Trump. Why does the presidential requirement to be a natural-born citizen exist in the first place, and as the country continues to diversify, is it time to amend the rule?
