When Vallejo police shot Willie McCoy in his car in February, a community of local families who had lost loved ones in police shootings rose up in protest. It was the department’s 17th fatal police shooting since 2010, two-and-a-half times the national rate. Tired of living in fear of their own police, residents are demanding action and taking the department to court.
