A small number of flights left New York City on Tuesday afternoon, but La Guardia has yet to recover from significant flooding. The storm resulted in more than 7,000 cancelations on Tuesday, bringing the total number of cancelations over the past three days to more than 18,000. NBC’s Tom Costello reports.
