In Seoul, Secretary of State John Kerry criticized Kim Jong Un’s latest actions, saying North Koreans are “desperate for food ... not for a leader who wants to flex his muscles.” He further added, “We have enough problems to deal with around the world, we don't need some individual activities by one particular person, threatening destruction and mayhem.”
