The NTSB says AMTRAK has an Advanced Civil Speed Enforcement System installed throughout much of the Northeast Corridor. The system is designed to keep trains below maximum speed. However ACSES is not installed on the section of track near Philadelphia where Tuesday's accident occurred.May 13, 2015
