Republican Sen. Lindsey Graham of South Carolina tweeted on Tuesday that the ongoing crisis in Ukraine "started" with the Obama administration's response to the 2012 Benghazi attacks.

Graham is a frequent critic of the Obama administration on foreign policy issues and a leading voice of outrage over the Benghazi attacks.
