Tesoro Corp. is in the process of restarting its Martinez refinery after a power outage sent plumes of black smoke into the air, leading to a shelter-in-place order.

Tesoro spokesman Paul Gannon said Thursday officials were still working to bring the Golden Eagle refinery online. He says the cause of the outage is still under investigation.

The refinery began emitting large amounts of smoke after the loss of its primary and backup power sources Wednesday afternoon forced it to shut down.

Residents were advised to stay indoors with their windows closed to avoid breathing the smoke-filled air. The advisory was lifted a few hours later after backup power to the refinery was restored.

There were no reports of injuries.
