More than 5 inches of rain fell across parts of New York on Friday, flooding subway stations, roads and a terminal at LaGuardia Airport.

A warmer atmosphere can hold — and deliver — more moisture, something that the city has seen firsthand in recent years. But efforts to ensure it can handle modern storms has been "not enough."

A widespread 3 to 5 inches of rain is forecast to fall over the tri-state area Friday, with 7 to 10 inches possible locally, causing crippling travel delays and severe flash flooding.

An already tragic wildfire season could have been worse owing to drought conditions, but rain from an atmospheric river has delivered much-needed water.

The storm, which has brought heavy rain and strong winds to North Carolina and Virginia, is expected to continue to weaken.

Tropical Storm Ophelia made landfall in North Carolina, bringing heavy rain and high winds to the region before it is expected to move north toward Virginia.

The storm was expected move across the eastern part of North Carolina into Virginia on Saturday and Sunday.
